The purpose of the CIA torture of Moslems is to mind-control them.
Thus innocent people are turned into mind-controlled terrorists who will fight for the CIA-run al Qaeda and the CIA-run ISIS.
The CIA torture cannot prevent attacks such as 9 11 or the Bologna Bombing or Mumbai, because such attacks are carried out by the CIA and its friends.
Mefloquine belongs to a class of drugs which is part of the CIA’s MK ULTRA mind-control program.

The CIA and MI6 can then deliberately turn these Moslems into al Qaeda fighters.
